If you’re concerned about this, take action. Write to your elected representatives and to NHTSA and push for a change in the standard. Write to your vehicle manufacturer to express your concern and demand that they increase the strength of their vehicle seat backs.
Is it easy to remove seat back trim?
For reference, here are photos with the seat back trim removed and lumbar plastic piece both in place and removed (really easy to remove and put back) as well as the reverse side of the trim and both sides of the plastic piece. The detail is of the top clip on the trim piece.
Why are front seat backs collapsing in cars?
Basically, this is an issue of seat strength. In some rear-end crashes, especially high-speed ones, front vehicle seats have been found to collapse backward.
How can I keep my seat from tilting back?
Cut an old inner tube into strips that wrap around the rails. Wrap them around the rails and tighten down. It should last virtually forever this way and won’t damage the rails like sandpaper will. It might also slightly lower vibrations in your seat. I don’t see what difference this will make.

What to do if GC tubing is not properly installed?
Confirm by injecting inert peak (methane). If it tails, column is not properly installed. Reinstall liner and column as necessary. Score the tubing lightly with a ceramic scoring wafer or sapphire scriber before breaking it.
