As luck would have it I bought a 2016 sTouring used from a dealer, not a Mazda dealer, and noticed the seatbelt issue the next day. I notified the dealer who fixed it under the statuatory warranty today. They contacted Mazda who said it was a known issue and sent them an updated seatbelt and/or assembly.

Do you pull the seat belt out all the way?

Yesterday I pulled the passenger seat belt out all the way so that I could fasten some cargo to the seat. As far as I know this is something normal, pull it out and when it goes back in it’s locked so that you can adjust it and fasten something like a child seat.
