Yes, this causes engine wear. When the transmission is in neutral and the engine is “revved” without any load, the spinning engine internals will accelerate, gathering rotational and lateral forces at a faster rate than designed by the manufacturer. Rapidly revving an engine will heat up the piston rings much faster.

Why does my bike not Rev at 1300 rpm?
Its a head scratcher for sure! On my bike, if I block the fly-weights so that the ignition is fixed at fully retarded, I can still rev the engine to as high as 2500 rpm. Since you cannot go above 1300 rpm, that rules out your TCI ignition not advancing, as a cause of your problem. This points to the carbs as likely suspects.

Your engine revs faster without a load, increasing the chance of a terminal over-rev situation. In the old days, your rev limiter was often your right wrist and the stuff between your ears. Now we have rev limiters, but recognize rev limiters have limits, too.
Why does my bike not Rev past 5K rpm?
Just been out again and the exact same thing is happening, runs fine and when it gets to 5k rpm in an gear it splutters and theres like no more engine noise just like a bang bang bang, pop pop pop kinda thing.
