Why are my radiators cold at bottom but warm at top?

Open the drain and close the ball valve and see if you can drain hot water thru to the basement from system pressure. Or if you have a valve on the supply side of the radiator upstairs, close it so when you bleed it will makeup thru the return pipe and see if the pipe/rad gets hot as you bleed air/water out.

There is nothing to prevent you achieving a 20°C drop across the rads if the system has been designed with this in mind. I’m probably being thick, but I don’t see how a temperature drop of (say) 11 degrees across each radiator in a system can give a boiler flow / return differential of 20 degrees.

Do you start with hot or cold radiators?
Yes! It is important to start with the rad heating first as this will be stealing heat to other rads. If not you will be tweaking rads constantly. Always start with first rad to get hot then second then third and soo on. Before you check order make sure, that all rads are cold and fully open!
