The cable is always pulled, and the lever up inside the motor never engages the shift drum.

Put a good battery in it (just borrow from another bike) and you can get the code by doing the following. Push and hold both the up and down shift button simultaniously. While doing this, turn the ignition on and immediately release both shift buttons. The press both shift buttons again for about 2 seconds.
