Why are there lug nuts on Honda rotors?

Those screws are useless. They are there simply to hold the rotor on while on the assembly line. The 5 lug nuts clamping the rotor onto the hub, via the wheel, are what really matters. At the risk of appearing cheap, is there ANY reason to bother replacing the rotor screws that I know I will be manhandling off my 2010 rotors this weekend?

What kind of screwdriver do I need to install rotors?

The screws are Japanese Industrial Standard (JIS) and require a different tool to remove and install. I highly recommend you purchase the Vessel P3x150 Impacta Screwdriver. It will make the rotor installation process so much easier. Needed new rotors, which requires removing 2 screws per rotor first.
