What was the problem with my 89 Cherokee?
I had an 89 Cherokee that did that and the problem turned out to be a wire chaffed through to the point that it was parted, but made contact every now and then, so some times it worked, sometimes it didn’t until eventually it stopped working all together. The wire runs from inside the turn signal lever down through the steering column.
