Do brake drums need to be turned?
You don’t need to necessarily change out the drums, but there are a couple of caveats to this as an answer. Most drums have the maximum diameter the machine surface can be. When you take it into get it machined, the place where you get it done can check this for you.

When this happens, the hard metal of the pad grinds against the metal of the drum, causing damage and requiring either drum resurfacing or replacement.

When do trailer drums need to be turned?
If the surface on the inside of the drum where the shoe pads make contact isn’t smooth then a brake shop may be able to turn the drums. If that surface or the surface where the magnet makes contact (called the armature surface) is discolored then the drum will need to be replaced.
Can a spare set of brake drums be resurfaced?
Suppose the spare set cannot be resurfaced. Now suppose you need the car, you have no other ride. Just put that set on temporarily while the non-spare (and hopefully resurfaceable) is in the shop.
