Why won t my neutral light come on?
Your neutral sensor switch is busted or the wire got ripped off or something like that. You need to fix that switch or the wire to it before it’ll go. The fact the neutral light doesn’t come on in conjunction with the no starter thing is a dead giveaway.

Assuming the switch switches the single terminal to ground you can test it with a multimeter/ohmmeter/continuity tester. Test between the switch’s terminal and the engine casing (ground). It should connect when and only when in neutral. You could remove it for testing but your oil will probably all drain out.
