Most likely cause. But I will say I find the hatch doesn’t go up very far even at full extension, after pushing it up by hand. I’m only 5-8 and fit under it without much room to spare.

The 4th gen outback doesn’t have a power lift gate. I too have noticed a slightly reduced opening of the manual rear hatch on my 2013. I wonder if it has to do with the gas struts. I can’t imagine the problem being at the hinges themselves.

Tried with it both on and off. Still dead. Sometimes it does three beeps when the button on the gate is pressed. Afterwards it is totally dead. Make sure you just do a short press of the button on the tailgate.
