Why is the OBDII connector on my Jeep not working?
Went to get my Jeep inspected yesterday, and they came back in to the office and said, “We can’t do the inspection because the OBDII connector isn’t working.” The report from the inspection computer said “NOT CONNECTED”. I need to figure out what exactly to check, I know my way around OBDII vehicles, but can’t seem to find what powers the OBD port.
Can a phone be connected to an OBD II port?

Why is my OBD 2 scanner not working?
Look in the connector and make sure you don’t have a pin that is bent and not making contact. You could also have lost the connection on the back of the OBD plug too. From what I’ve read around, a bad CPS will actually stop the OBDII from working.

Now these 2 problems combined would lead to think that there is some electrical connection problem with the PCM. I would disconnect the battery and then disconnect and clean the PCM connectors with electrical contact cleaner.
