Yes, this could be your issue. it aids in the speedometer and powertrain control module . if the power train control is not senseing any movement from that wheel it could keep it from engaging the four wheeel drive to avoid possibly burning out the transfer case. Definatley something to check.

This may free up the diff so that the lock can disengage. If this does not work, find a large patch of grass or gravel. Turn the steering to full lock (left or right, doesnt matter) and pull off.
