What happens when both low beams die at the same time?
Both headlights low beams are… Both headlights low beams are dead, died at a same time. High Beams are OK< I can lock them and/or flash them no problems. Checked fuses all OK, no power on the fuses for low beams.
Do you need to replace both high and low beams?
Some vehicles use a single bulb for both high and low beams while others do not. If the high beam on the same side is also out, it may be one bulb. You do not need to purchase specific bulbs for each side, but identifying which is the blown out bulb will help you to replace it without having to start the vehicle again.

Why are the high beams locked on my Outlander?
Of course a factory scan tool is cost prohibitive. However since we are seeing the high beams lock, this is a GOOD sign for the switch and the column ecu. If the column ecu were not seeing the headlight switch turn on, then it would not allow locking of the high beam unless there were a very specific failure (unlikely).
What to do if your low beams stop working?
My low beams suddenly stopped working. All the fuses are good. I swapped the relay and that was not the problem. The bulbs have less than 100 hours on them. I have read about similar problems.
