Replacing the entire carburetor is unnecessary and is the same as replacing the engine because the water pump is bad. Other causes of hard starting include vacuum leaks, ignition problems(worn or dirty spark plugs, bad plug wires, cap, rotor, etc.), low compression, even a weak starter or battery.
