Can you bypass the air conditioner compressor?
The compressor cannot be bypassed without the use of a compressor bypass pulley. It would cost more for a bypass for the compressor than it would be to just replace the compressor pulley. Install a new pulley or pulley bearing if it can come off of the compressor and then put on a new belt.
Should AC clutch always spin?
If you mean the air conditioning compressor clutch, it should only be spinning when it is electrically engaged such as when the selector switch is set to air conditioning or defrost. If it is staying engaged then there is a cross circuit or it is locked up.
