This is the TJ forum so there may be differences with your XJ but I think pin 2 may be a dark blue/white wire & if so is probably the same as the 2004 TJs & should have power when the key is in the run & start positions. As to which fuse, I don’t know but if there is no power from that wire I would check the fuses.
