Hold onto the sheath with some vice grips and pull at the wire core, this will snap open the hood hopefully, but the problem will still exist.

Using a long flat-blade screwdriver (very long!), you should be able to apply pressure to the bonnet of the catch (shaped like a triangle) and push it towards the passenger side. Doing so should release that catch. The bonnet won’t just open now as we still need to do the same on the passenger side catch.
