When do fuel injectors have constant 12V?
Plugged in motor not running key on you will have 12v on both wires only when the ecu grounds the injector will you have a 12v 0v split most dvoms are not fast and will not see this as 12v to 0v. I have no idea what would cause that. One side is hot/12v the other side is ground to fire the injector.

How to check fuel injector pulse during priming?
What you need to do is check ground on one side and hot on the other with an ohm setting on your meter. One side should come back OL (ground side) and the other should come back .0001 Ohm (hot side) Then grab a noid light and check for injector pulse during priming.
