Why does the fuel door do not open?

How do you open a gas station door?
Pull it and fuel lid opens. Pulled into gas station this morning and push the button to open the fuel door, and you guessed it….I hear the switch clicking, but the fuel door won’t open. Out of gas, and can’t get the fuel door to release.
