Completing Rank 20 is possible on events where ALL outputs, ALL Comrades and ALL Chances for Bonus Resources cards are available. However you’ll also need the (paid) Starter Bundle as well. I completed Rank 20 four events ago and still only made the “Top 1%”. Even then, you still need to be pretty pro-active.
