Your first pic didn’t turn out but with the one i’m sending back check the two arrows to see if theya removing the latch. The top one may be the lock and also see if actuator -the thing with the rubber piece on it is moving it far enough. The lower rod should open the latch to open the door.

There is a small plate on the tailgate door about center and a little to the right about2x3 inches. remove it and with your finger reach in through the insulation and you will feel a lever. that is the manual release. if it will not move the control motor is broken in the locked position.
