According to the Factory Service Manual for your vehicle, the front bumper does indeed have to be removed to gain access to the washer motor. Consequently, once the job is complete if you find that they did remove the bumper, you can be sure that that was technically required (and the manual was correct).

Yes with 95,000 miles it is. The last Cadillac I remember with this mickey mouse approach to changing a bulb was in the mid 70s. It had to do with the tail light on a DeVille and required removing the bumper to change. Fortunately we discovered that a very small hand could squeeze into the space between bumper and socket to insert the bulb.

It’s almost 2 hours to R&R the bumper and then a few screws to get the headlight out. About $200 labor. I have a VW Touareg with a similar headlight and there you just move a release lever forward and the whole headlight assembly pops out. Maybe another $10 in parts, but 2 minutes to change a bulb.
