The easiest way to defeat Tonberry is to have Wakka use Sleep Buster. Asleep Tonberries will not counter-attack, and will be left vulnerable to Black Magic spells. Physical attacks wake the Tonberry up, causing it to retaliate with Karma.

Blk Magic spells no higher than Fira can kill it in one shot. The player should Dispel the Reflect status if need be. The lowest Black Magic Spells at less than 55 Magic, and Lancet Drain at up to higher levels of Magic, can also be used to aid in capturing it. Armor Break should be used to use physical attacks.

There is a small mound in the top left corner. Hovering around that in a circle will yield a tonberry fight in 2-5 fights. The tonberry fights seem to happen when you encounter on the bottom left side of the mound. If you go through 10-15 fights with tonberry appearing, try soft resetting and try it again.
