Roughraff appears in the Desolate Lane in Uptown Springdale, as well as the Catwalk. He also appears in the 1st and 2nd Circles of Infinite Inferno.

Roughraff debuts in episode 3, when it is revealed that he is the cause of Eddie’s sudden turn of personality. When confronted by Nate and Whisper, he flees from the scene without dispelling Eddie of his possession, causing Nathan to chase him to defeat him to turn Eddie back to normal.
How do you get Roughraff in yo-Kai Watch 2?
In Yo-Kai Watch 2, around the beginning of the story, you’re given a special Krank-a-Kai coin they gives you a choice between Tattletell, Manjimutt, and Roughraff. This is unfortunately the only way to get Roughraff, outside of trading.

Why did Manjimutt go to jail?
History. Nate and Manjimutt met in EP003 in the segment Yo-kai Manjimutt where Nate asked him why he is scaring people. He told him his backstory and how people can happen to see him. He was then sent to jail by the police for terrorizing people and he quickly threw Nate his medal before being sent away.
How did Manjimutt become a yokai?
In Yo-kai Watch, Manjimutt evolves into Multimutt when fused with another Manjimutt. As of Yo-kai Watch 2, can evolves into Multimutt starting at Level 22.
