Theoretically, yes charging the phone while car is off would drain out the battery. But, the drain is so small that it doesn’t even make a difference to the performance of the battery. Moreover, to charge your phone when the ignition is off, one should never rely on the old and shabby battery.

Mines the same, does not cut out with engine off. I was thinking about getting one of these: If you want the cigarette lighter socket to turn on and off with the ignition you could wire in a relay that is activated by having the key in the ACC position, like how it is on most vehicles.

Can a cigarette lighter be run through the dash?
Alternately, you could run power from the new circuit to the existing lighter outlet. This may be more difficult to run the power wire through the dash. If you do this, remove the fuse for the current lighter circuit, so you do not have a live wire hanging behind your dash.
