1st – it’s not a fuse. The same power source feeds the low beams as the high beams. Don’t waste your time looking for a bad fuse or headlight relay – they are fine. 2nd – I would say with 95% certainty that both high beams are not burnt out. While yes, it is possible, It’s not real likely.
