Why is cold air blowing on the passenger side?
There are 2 issues to consider – the flow of hot water to the heater core, and flow of air around the heater core and out to the respective vents. Why does my HVAC blow cold air and hot air?
Drivers changed air temperature far more often than they change the mode (defrost, floor heat, dash vents, etc.), so the temperature actuators generally fail first. What to do if your car only blows hot air?
Turned passenger side controls from hot to cold and back, and could see nothing happening with the actuator. I gave the actuator a whack with a screwdriver, then cycled the temperature hot to cold again, and now it started moving. Tested several times and it’s working normally. I’ll order a new actuator as I’m sure this fix is just temporary.

Cheap resolution for the problem and where is the part located Yes, you need to replace the actuator.
