Reason #1 – In 2013, the VI-SPDAT was created to support communities in engaging people experiencing homelessness, identifying what the next steps might be for each household based on their unique situation, and to assist with identifying the ‘most vulnerable’ to be served first.

While the literature and numerous experts, including individuals with lived homelessness experience, were consulted in the development and refinement of the VI-SPDAT, the instrument remains evidence-informed rather than a validated tool with an extensive evidence-base.

Once VI-SPDATs are completed should case managers refer households immediately to housing programs? Yes, once households have been assessed with the VI-SPDAT, referrals should be made immediately. All referrals should be based on eligibility and client choice.
