What is a steering lock relay?
The steering lock relay ON signal is transmitted to the Intelligent Power Distribution Module Engine Room (IPDM E/R) by Body Control Module (BCM) via CAN communication. The IPDM E/R turns the steering lock relay ON and transmits the release of the steering to BCM.
Why is the steering wheel locked when the car won’t start?
As long as the engine doesn’t start, the steering simply remains locked. The immobilizer works on that principle as part of the security system on modern cars, to prevent unauthorized use and theft.
What to do when your steering wheel won’t turn in?

How do you unlock a locked steering wheel?
Unlocking it will require using the ignition key in the same way you would when starting the vehicle. Insert the key into the ignition and see if it will turn. If the key will turn and start the vehicle, the wheel will unlock with the ignition cylinder.
When does anti theft system lock the steering wheel?
