Found the relays and swapped the EFI relay with the ACC relay and power relay, no power to pump. Swapped the circuit opening relay and no power. Checked all the fuses and all good.

I checked the manual that Mick gave a link to and found that there are two relays, EFI Main Relay and Circuit opening relay in the fuel pump circuit. Then I checked the fuses part of the manual to find where they are and it was for a 1999-2000 Rav4.

Click on Merged_Rav4_User_Manual.pdf , then go to page 222. There are diagrams indicating the correct position of the fuses. As Ken proposed, you have to look for fuse No 8 (EFI 20 A (U.S.A.) or 15 A (Canada): Multiport fuel injection system/sequential multiport fuel injection system).
