How to fix a Toyota Camry headlight problem?
Toyota had 3 wires into one pin and it broke in the connector. I cut out the wires and ran them to a new ground point and my problem was fixed. I have daytime lights and low / high beams also fog lights. I have this same issue on a 2004 camry (Highs work, lows went out all of a sudden, Fogs work, parking lights work).
Why are the low beams on my Camry not working?

What does affect brightness is moisture inside the headlight or aging of the headlight front lens, making it matte instead of clear. I’d suggest looking for those issues instead of focusing on the bulbs. Lamps do get dim — perhaps not as dim as the OP is experiencing, but it does happen even with halogen lamps.

There should be a schematic telling you what each fuse and relay does. Find the one that says headlights. What exactly is your issue? Are both headlights not working?

Both low beam headlights are not working. I have changed the bulbs and checked the fuses and it’s still not working. High beams work fine. What is odd is that when turning the switch to low beams the high beam light on the dash comes one. As the high beams work I don’t think the relay is bad. But I could be wrong.

What to do if your low beams don’t work?
If all else fails, it a malfunctioning switch, pretty easy to replace. Word of advice if it is the switch, replace – don’t try to repair. replace the bulbs first. Or you can get a DVM and check your voltage to verify you are getting voltage to the socket. I used to see them all the time with both low beams not working and it was the bulbs.
