When does the radiator fan come on in a Toyota RAV4?
From your descriptions your RAV4’s fans are operating properly. The only time my radiator fan comes on is when I’ve been at idle for awhile and it depends on what the outside temperature is. Is your temp gauge showing you are overheating and the radiator fan is still not on?

I’m pretty sure the fan relay is for the cooling fans in front of the radiator (4 pin unit), and the next two 5 pin relays are the rear and front HVAC units. I wouldn’t be surprised if the 4 & 5 pin units weren’t actually identical parts, as one relay is a SPST, the other is a SPDT.
