I’ve found one fix for a specific set of symptoms that may help someone out. My 2000 low mileage Tundra would not engage 4WD. The light on the 4WD button and the 4WDH indicator below the speedometer were flashing. There are two solenoids involved: one on the transfer case and one on the front axle.

First, if you’re lucky it could be just that 4wd sensor switch which is located on top of the transfer case is bad. You can crawl underneath on a level surface and change this pretty easily. Toyota part # 84222-12010 (Indicator Switch). This switch is farther back on the transfer case that the 4L switch. Part runs about $85.00.
