What does the vacuum switching valve do?
The vacuum switching valve (VSV) which controls the vacuum supply to the actuator is normally closed and passes vacuum to the actuator when it is energized by the ECU. By energizing the VSV vacuum is passed to the actuator, closing the air control valve. This effectively lengthens the intake manifold run.
What happens when a purge valve goes bad?
If the canister purge valve fails and sticks open, it will create a vacuum leak that can affect the engine idle speed and quality. A vacuum leak can also be created if the purge solenoid, or any of the hoses that may be attached to it break or become damaged.
How do you test a VSV valve?
Before you purchase the VSV, there is a way to test yours if you can get your hands on it. Supply power to the VSV, such as using a 9V battery, + to one of the electrical connector, and – to the other. You should hear a click sound on a working VSV.

When did Toyota replace the EGR valve on the VSV?
The giant flare nuts the EGR valve is held in with on both ends are ridiculous and I can see why Toyota replaced them. As far as I know Toyota did this starting in late 1997 (along with many other intake assembly changes) with a much easier to remove EGR valve with a flange system.
Is there a problem with my RAV4 4WD?

Is it worth it to replace the VSV valve?
We are not doing that. For the small chance of you being able to remove the VSV without damage, clean it to possible functionality, and reinstall it, it’s simply not worth it for the $30 price you can get one on Amazon along with all of the good reviews of that specific part.
