Why does my gas engine draw air but not go?

Considerable air is being drawn in through the carb with each pull. It seems that what ever leak there may be is not big enough to stop air from being drawn by the moving piston. This also means the valves are working. This means that at least some of the starting fluid is entering the cylinder as a gas.
