Are both radiator fans supposed to run at the same time?
They work separately, unless the car is hot, then they both come on. Does the A/C fan even work? Turn on the A/C to see if it does come on.

I might be super late to the thread but I have a 2006 Subaru legacy 2.5 non turbo I’ve changed the thermostat the radiator the fans work to switch works all the relays work the one thing that really got me was bleeding the radiator. Once I did that and once I figured out that that was problem everything worked fine

Check the fan relay,s and if not bad then check the fan motor,s. 16 people found this helpful. If it overheats at highway speeds, it’s not the fan (s). There is enough air-flow at..say..45 mph+ to make fans redundant. Next is thermostat. remove radiator cap cold, start and allow to warm up and see if coolant begins to flow

The 2003 fan motors are single speed, and are run only at one speed. Each fan has it’s own fuse and control relay. The relays are switched on or off by the ECM. Have the 20 Amp fan fuses been checked?

The second fan is for the A/C. It should come on only when the A/C is on. You need to be sure to use an OEM or comparable Subaru thermostat. Here’s a pic showing the wrong one on the left and the correct one on the right. Check for leaks using a coolant system pressure tester if your fluid level is low in the overflow reservoir.
