Why do my bright lights not work?
By far the most common reason your brights will stop working is from a blown fuse or a bad relay. Or, it could be a bad relay. If the headlight relay has failed, it may not respond when you attempt to switch the high beams on. Replacing the relay should restore the system and get your high beams working once again.
Why is one headlight dim and the other bright?
But most dim headlights are caused by a corroded ground wire. Just trace the wiring harness from the back of each headlight assembly and see where it connects to the vehicle body. If your headlights aren’t as bright as they used to be, yank one of the bulbs and look for gray or brown residue on the glass.

Same problem different year.. I have exactly the same issue with my 2005 OBW L.L. Bean Edition – have to keep the fog lamps on to see anything with low beams, it’s REALLY bad and dangerous. Although the high beams are really bright, so it can’t be that the headlamp shell is cloudy or dirty (which they aren’t).
Are there high beams on a Subaru Outback?
Because of the DRLs, you can drive with the switch rotated to ‘parking lights’ and the DRLs are still on – but of course the high beams don’t activate in that mode. I used to hate the headlights on my ’99.

The reasons for choosing LED over standard incandescent are energy savings, lifespan, and color temp/brightness. It is a bit of work but HID retrofits are the best improvements I’ve done on my past 2 Subarus. It is satisfying making such a radical change in the headlights. There’s a kit made that makes it easier to R&R the projectors.

The fog lights provided most, if not all, of the lighting without resorting to high beams. Once I gained access to the bulb socket area, I released the paperclip type fastener and twisted the bulb and socket out of the headlight unit. I examined it and saw a small tab that had to be aligned.
