After explaining problem to mech he said it was either the fuel pressure regulator or the fuel filter, I took the opportunity to replace spark plugs, air filter, oil, oil filter, and a very dirty fuel filter (which I believe was the culprit in my case), and of course a very expensive O2 sensor. I have a 2007 Outback that had the same symptoms. Taking the MAF (Mass Air Flow) Sensor out and spraying some electronic sensor cleaner on it removed the hesitation. There are just two screws that hold it in to the intake, so it is a quick operation.
