Why are the fans on my Subaru Outback not turning on?
1. Checked relays f28 and f66 as well as both fuses in f27 in attached diagram. I used my multimeter and once I activated the relays resistance went down to zero. Resistance of fuses was zero as well. 2. After relays were pulled, jumped with a wire and both fans kicked on immediately. 3.

In order for the relays to activate, there has to be battery power at pin 24 of F28 and pin 5 of F66 (from fuses 17 and 18) when the ignition switch is at On. That can be easily checked by measuring the voltage at those pins with the relays out and the ignition turned to On.
