The Splice-Pack is a simple piece of comb-shaped stamped steel with a plastic cover over it. It has a mounting-hole through which a screw secures it to the fender, which makes the “ground” connection.

There are 12 fingers on the body of the Splice-Pack that accept push-on wire ends. Each device to be grounded has a push-on terminal end (a crimped-on wire terminal). It’s no more than a way to provide quick easy termination of 12 wires in one location to get them to “ground”.
