Are there aftermarket seats with airbags in cars?
Safety is another thing altogether though. Recaro do make an aftermarket seat with airbags so your option really would be to go down this route. Basically what immortal_beloved said.. When it comes to airbags, you cannot by law get rid of them for something else.

So in the case of aftermarket seats (or in some cases factory seats from different models) if you have airbags in the seats (most post 2000 cars have them that are Australian delivered) you CANNOT replace the seats for ones that do not. This is not saying its not possible, I know how to do it, its that its not legal for you to do.
Do you need ADR for car with no airbags?
In saying that, if you don’t have airbags in the seats, you can put what ever you like in there as long as its ADR approved. You may need an engineers certificate depending on your state, but if you don’t have airbags in the seats, you are not limited to what you can put in (although again keeping in mind ADR).

Where are the airbags in the back of the car?
All vehicles today come with them in the steering wheel and passenger’s side dash. Most vehicles come with them in the side of the seat back. Some vehicles have airbags in the A pillar (by the dash), the B pillar (by your head when you’re in the seat), and the ceiling as well as other locations in the vehicle.
What happens if you dont have a seat cover?
If your seat cover doesn’t allow the airbag to deploy, you are likely going to be smashing your head and upper body into the side of the vehicle in the event of a crash. Never a good idea. Watch this video and see how the torso airbag in the seat works with the ceiling airbag to protect the driver from hitting the side of the vehicle:
