It is snot over heating and it has a new water pump and new fuel filters.

Turned out, the inner lining of the gas line–Mercs best–has a separate membrane. This membrane–very thin–separated inside the line. When I would cruise at 2/3 throttle or less, no problem. Why is my Outboard Marine motor bogging down?

If by chance you ran this motor without opening the vent screw on the gas can you could have ruptured the diaphragm on the fuel pump. I am not familiar with this particular engine but from the description of the problems you are having this sounds like a fuel pump problem.
