If the controller “thinks” the outside temp is below 28, and you want to defog the windshield. Normally the AC compressor runs to aid in defogging the windshield. But the AC compressor will not run in this example. I have been able to prove this.

My 2012 always seemed to blow ice cold air and still does & it has almost 90,000 miles on it. Figured it must be some new economical A/C thing Nissan was trying out.
