Why is my power tailgate not working properly?

Can a tailgate be opened with a bed cover?
Yes, very common with many tonneau / bed covers and the new tailgates. Some tonneaus have to be closed / locked in place first, then the tailgate shut, too. See if you can loosen the cover up and slide it forward at all. Might take enough of the tension off the gate.

How does the lock on the tail gate work?
The tail gate isn’t “locking” in the sense that there is a mechanical lock. Your tail gate has an electronic release handle, than when you press the button (the handle itself) it releases the latch and allows you to lower the tail gate. When the tail gate is “locked”, it prevents this from happening.
