The turbocharger runs at very high rpm (speeds up to 280,000 rpm) and is lubricated by oil from the engine lubrication system. Over a period of time some seal leakage can leak some oil into the compressed air output from the turbocharger which can collect at the bottom of the intercooler.

The oil performs two functions, one is lubrication and to be fair, as long as there is sufficient oil film, that should not be an issue. If the flow is insufficient, cooling will also be insufficient. Cooked oil or a bearing that exceeds rated temp is good reason for failure.
