If it is a vacuum tap there should be a line from the tap to the engine/carb somewhere (obviously it isn’t the fuel line.) It’ll be the thin one if you are in doubt. Make sure it is attached at both ends and seals well. You may want to take it off completely and blow down it to check it.

How to tell if bike is running lean or rich Bandit 1200?

Unfortunately a plug chop is only of minimal help. A dyno run with a gas sensor up the exhaust will greatly help to let you know where in the rev range it is running rich and / or lean. This post is not being displayed . Bandit 12s aren’t renowned for their fuel economy, so I think you’re worrying excessively about that.
