I tighten my Primary Cover screws in the same pattern that I tighten lug nuts on a wheel with five studs. I also use blue locktite (service manual). Definitely don’t over torque. They have a tendency to like to stick and they’re a bitch to get out if they do. Sequence is 2, 7, 10, 5 and 12 o’clocks.

I think he is thinking, if not ignore this, stretch bolts, they are basically torqued to the max & the bolt actually stretch’s. A torque of 20″ lbs then 90* (just an example) would be how they would have you torque the bolt.
