Why does my scooter keeps stalling?

The engine dying when you stop is also symptom of a clogged idle jet. The main jet closes as you let off the throttle and there is not enough fuel coming through the idle jet to keep it running. Pull the carburetor and clean it properly. An inline fuel filter between the tank and carb can help this greatly.

Since it has been sitting 1st thing I would do is check the slow speed jet its probably clogged or blocked. Remove the float bowl and the slow speed jet is located next to the main jet, remove it and look thru the center you want to be able to look thru it (like a baby telescope) and see thru it cleanly and clearly.
