What causes lack of power at high RPM?
There are a few possible causes for a lack of power at high rpm with a diesel engine, but I like to first go to the most common causes. I am a firm believer in not looking to make a simple problem complicated. I will list these in the most likely order:

Sometimes when I drive the car at constant speed (around 40km/h) on a flat road at 2000rpm my rpm suddenly spikes to 2400-2500 rpm and comes back down to 2000rpm. It does not happen all the times and it does it randomly. Maybe in 1 week of driving it could occur 3-5 times in total.
