The resistor pack is a sealed and potted unit. They do go bad but it’s usually the last thing on the list. The switch itself or corrosion at the switch plug is more likely the culprit. I would try using Caig Deoxit D5 spray and a toothbrush on both the plug and switch contacts before I replaced the resistor pack.
